Rockwall County commissioners on April 14 accepted the FY2025 comprehensive annual financial report (CAFR) following a presentation by independent auditor John Manning of Patillo Brown & Hill, LLP. Manning told the court the firm issued an unmodified opinion on the county's financial statements and highlighted that the county increased its general fund balance by about $963,000 for the year, bringing it to nearly $31,000,000.
Manning said the county met major-fund reporting criteria and that the audit found no material weaknesses in internal control for the matters reviewed. "This is an unmodified opinion," Manning said, adding that the county's balance sheet shows about $85 million in cash and investments and that reserves exceed recommended minimums. Commissioners noted the work of the county auditor's office and department heads in maintaining controls. The motion to accept the report was made by Commissioner Stacy and seconded by Commissioner Galana; the court recorded the motion as passed by vote. The auditors also reviewed single-audit work tied to federal and state grant programs (including ARPA funds) and said they identified no reportable internal control deficiencies related to those major programs.
