Staff: FM 3097/Horizon Road move to PS&E hinges on TxDOT review and project managers

A council member asked the Infrastructure Consortium about a supplemental agreement and negotiated scope for FM 3097, also called Horizon Road. Brenda said the county has a supplemental agreement to the original contract and is negotiating with TxDOT to confirm whether the state is prepared to move the project into PS&E review and whether TxDOT has available project managers.
“We're negotiating with TxDOT right now as well to see if they're prepared to move forward with the PS and E and if they've got project managers on hand to review the product that we take to them,” Brenda said. She added the county currently has TxDOT project managers assigned for schematics and environmental work, but has had trouble getting PS&E reviewers and is working to resolve that staffing gap. Staff said the project documentation will be routed through legal review before being placed on the commissioners court agenda.
The consortium also heard that other FM project documents are large and under legal review; staff warned that approvals could be partial or staged depending on the legal department’s capacity. No PS&E approval or final TxDOT decision was recorded at the meeting.
