County staff say Edwards Road design fee 'a little high'; plan ILA with neighboring city

Brenda, the county project lead, told the Rockwall County Infrastructure Consortium that staff have received a scope-and-fee proposal for the first phase of Edwards Road and view the suggested fee as higher than expected. “Erica has the scope and fee for the 1st phase of Edwards Bridal. And I'm waiting on her to review it. We both think it's a little high and so we're trying to get our notes together so we can go back to Friese and Nichols and discuss their fee,” Brenda said.
Commissioners discussed combining the first and second phases but staff said they were waiting on internal review before asking the consultant to produce a revised scope and fee. Commissioners also emphasized the need for an interlocal agreement (ILA) to transfer ownership or maintenance to the cities in McLean and Chisholm once construction is complete; one commissioner said the ILA is “very important” because the city will accept responsibility after the county finishes work.
Elected officials raised traffic control and phasing as a resident-impact concern. One mayor asked whether construction would close Edwards Road and whether crews could stage work so one side remains open to preserve a local exit; staff cautioned that phasing can impede contractor progress and that final engineering and traffic-control plans will determine the approach. Staff said they will follow up with the consultant after internal review and will return to the consortium with a negotiated fee and recommended phasing options.
