Scott Carter told the redevelopment agency the city applied for and received an EPA Brownfield Assessment Grant that funds environmental assessments for older or potentially contaminated commercial properties. "This is an assessment grant, not a cleanup grant," Carter said, explaining the program pays for Phase I site assessments and Phase II sampling if potential hazardous materials are found.
Carter said the program began with $472,000, that the city has spent $176,000 to date, and that $296,000 remains to be obligated through August 2027. He said the city contracted with Beck Environmental to help manage the program and that eligible uses include Phase I and Phase II work for owners buying, selling or remodeling commercial properties anywhere in North Las Vegas (not limited to the redevelopment area). Carter described examples such as Old City Hall, which required asbestos and lead-based paint assessments.
Staff put application guidelines and a QR code on the record and encouraged commercial property owners to apply. Carter said the program is intended to make otherwise difficult-to-sell or repurpose properties viable by clarifying environmental conditions before transactions or construction.
