Redevelopment agency approves residential curb-appeal grant program

The North Las Vegas Redevelopment Agency voted to approve a new Residential Curb Appeal Program designed to reimburse homeowners and property owners for exterior improvements within the agency's redevelopment boundaries.
Scott Carter, redevelopment specialist, told the board the program is a reimbursable grant (not a loan) that will cover up to 50% of eligible improvement costs. "For a single address, the maximum is a $25,000 reimbursement," Carter said. Owners of multiple properties such as fourplexes can be reimbursed up to $90,000 under the program.
Carter said applications will be processed on a first-come, first-served basis and staff will underwrite complete applications before presenting them to the board for approval. Projects must begin within 45 days of approval and be completed within 180 days; applicants may request extensions. Carter also noted the application has been translated into Spanish and the agency prepared an on-line map and a QR code to help property owners determine eligibility.
Council members asked practical questions about financing and contracting. Carter said applicants can use savings, family gifts or bank financing and that the agency prefers licensed contractors to protect property owners. The board approved the program by motion.
