The council approved several administrative and project items in a grouped series of votes. On the transfer of a non‑annexation development agreement, staff said property owner Mr. Wehman sold his property to his grandson and requested authority to transfer the existing five‑year agreement; staff added the grandson is aware of the agreement's conditions and said staff would record the transfer at the Guadalupe County offices if approved. The council moved and approved the transfer.
On appointments, staff said the impact fee advisory committee is required by state law and staff received multiple applications from professionals in real estate, development and construction. Staff recommended five candidates that meet statutory requirements and the council approved all five appointments.
The council also approved an Economic Development Corporation‑backed storefront improvement project at 116–118 West Wright Boulevard for $6,850 to replace failing asphalt with concrete to handle truck turns, and approved Flintstone Lane CDBG pay application No. 5 (the final pay application) so the city can be reimbursed under the federal program.
