Universal City approved joining Schertz and Cibolo in applying for Federal Railroad Administration planning grants to study railroad crossings and passenger‑rail improvements along FM 78. Staff told council the three cities coordinated because a joint application increases the chance of funding, and that Schertz and Cibolo are contributing larger shares because their estimated project costs are higher.
Staff gave the local match breakdown: Cibolo's portion was estimated at $600,000 (20% match = $120,000), Schertz $800,000 (20% match = $160,000), and Universal City's portion $200,000 (20% match = $40,000). Staff recommended splitting Universal City's $40,000 match with $20,000 from the city and $20,000 from the Economic Development Corporation. Council approved the item and staff said an interlocal agreement would be presented at the June 2 meeting for the mayors to sign.
