Court approves hiring a benefits broker to negotiate county medical plans, subject to legal edits

The court considered a new broker services agreement (item 43) intended to support the county's negotiations of employee medical benefits with TAC. Brian (speaker 7), representing Anco Insurance, told the court the firm works with multiple counties to gather data, run enrollment and negotiate on renewals. "Our goal in this is to give you a 0 deductible, 0 out of pocket plan for your employees," Brian said while explaining that the numbers must work for that outcome.
Brian described services the broker would provide at no upfront cost to the county for evaluation: data gathering, online enrollment support, employee education meetings, and negotiation with TAC to seek lower renewal rates. Staff (speaker 10) said the county's legal department reviewed the agreement and had suggested edits; the court moved to reconsider item 43 and then approved the agreement "subject to the legal acceptance of the edits." The vote carried with no recorded opposition.
The broker emphasized that its compensation is negotiated only if changes produce savings and that TAC would have last look on any proposed changes. Commissioners asked staff to sign the final agreement once legal edits were resolved. The contract terms, final compensation plan and any projected savings were not finalized in the hearing and were contingent on subsequent negotiations and legal approval of edits to the agreement.
