Resident urges review of Universal City impact fees, warns of lost revenue

Resident Bernie Bridal addressed the council during citizens to be heard and urged action on the city's impact fees. "My name is Bernie Bridal, 635 Balboa Drive here in Universal City," he said, and told council he believes the city's last impact fee resolutions were adopted on "11/19/2019" and that the state requires an update every five years. "We're currently at 6.5. That's 1.5 years past the state‑mandated due date for impact fee updates," Bridal said, arguing the delay has cost the city "thousands of dollars in impact money."
Bridal cited Georgetown's approach as an example, listing fees Georgetown charges for 0.75‑inch water lines and other connection charges and urging Universal City to consider a comparable structure. He made his remarks as the council was preparing to appoint an impact fee advisory committee that staff said is required by state law. "So I ask the council's indulgence to, perhaps review the city impact fees," Bridal said.
In a separate part of his public comment, Bridal raised a neighborhood safety concern, asking the mayor to share a shell casing recovered by a neighbor after what he described as "7 shots fired, Mr Mayor." He asked council to take note of the incident and thanked the mayor for attention to the matter.
The council did not take immediate action on the substance of Bridal's packeted questions during citizen comment, but staff subsequently presented an item to create and appoint a five‑member impact fee advisory committee that council approved later in the meeting.
