Waller County holds public hearing on nominating Tesla for Texas Enterprise Zone

Waller County commissioners opened and closed a public hearing on the county's participation in the Texas Enterprise Zone program, during which staff explained that the county would act only as the nominating entity for Tesla's Brookshire project.

Vince (S8) told the court the state program allows qualifying projects to recapture some sales tax paid during construction and for certain equipment. "We are just simply a nominating entity," he said, adding that the county would not provide direct funding. He described a "triple jumbo" designation tied to significant job creation and said the designation increases the amount of sales tax Tesla could recoup. "By the end of the year, for sure, is their target date," Vince said when asked about the production timeline.

Dr. Maddox (S1) asked for a plain-language explanation of the program. Vince said the program is intended to pull employees from low-to-moderate-income census tracts and that higher job counts increase rebate potential; he estimated a triple-jumbo threshold at "around 500 or so" jobs but said he did not recall the exact figure off the top of his head. A Tesla representative was acknowledged in the room; the court recorded no formal vote on the nomination during the hearing and closed public comment at 09:23 AM.

Why it matters: Enterprise zone nominations can affect how much of a developer's local sales tax the state will later allow them to recoup, and counties are asked to confirm local support before the state considers a project. The county emphasized its limited role as nominator, not a funding partner.
