Staff presented a revision to Change Order 1 on the US 80 waterline relocation project, explaining TxDOT required deeper work to avoid drainage conflicts and that the revised change order removes design costs so the construction-only figure is lower than the prior combined amount. Staff said the revision results in a small net reduction and brought the change order back to council for awareness; the council approved the revision by unanimous vote.
Staff then presented Amendment 1 to the design contract with KSA. Council members asked where additional funds would come from; a finance staff member said the council had previously approved $6.5 million toward the project and that the enterprise utility fund has approximately $8 million in fund balance (about $6 million unreserved), and that the additional $628,000 would be covered from that fund balance. Council approved the design amendment (vote 7-0).
