Staff presented the middle section of the Veil-to-Trails project and recommended awarding the construction contract to Access Contracting after the lowest bidder was ruled unresponsive for missing prequalification paperwork. "The next lowest bidder was Access Contracting for 1,103,000 Dollars," the presenter said; council approved the award by unanimous vote.
In the staff presentation the total project cost was listed as $1,294,000, with a federal contribution of $918,000 and state contribution of $101,000, leaving the town’s share at $274,492. Staff said easements for the construction have been secured, that the contract term is 147 days and that a notice to proceed was expected by the week of May 25 with construction completing around October–November 2026. Council asked questions about the project breakdown and thanked staff for advancing a multi-year effort to improve connectivity to the ISD complex.
