President Kron read the resolution aloud at the meeting: "The amount would be $400,000 with a $10,000 annual maintenance cost." Director of Public Works Chris Riggs told the board the item needs to be formalized before staff can issue a request for proposals and broaden outreach beyond local wrap vendors. "We may it's not dead, but what I need to do is get the project created by you guys. Then I can put a request for proposals out," Riggs said, explaining specialized installers have been hard to secure.
Board members asked about procurement and contractor availability; Riggs said project scale makes it a niche job—"it's almost too big for the mom and pop, but it's too small for some big corporate"—so staff will open bidding to more vendors and include scope items such as lighting and structural repairs. The board approved the motion to adopt the resolution and scheduled a public hearing on the project at a future meeting.
