Bill Lord presented the 2026 HOME Rental Development Program Description and said the program would open HOME funding to several categories of developers, including Community Housing Development Organizations (CHDOs), other nonprofit housing organizations, Public Housing Authorities (PHAs), and for-profit single-purpose legal entities that are ownership entities of LIHTC projects in rural areas.
Board members voted to approve the program description (motion by Stephen Dixon; second by Micheal Miller). The change aims to broaden the pool of eligible sponsors for HOME rental projects in rural jurisdictions where LIHTC developments are proposed.
