IDHS reports progress and challenges in moving providers away from subminimum wage by 2029

IDHS/DDD reported Nov. 12 that 15 organizations are funded to transition away from 14(c) subminimum wage certificates, with a statewide deadline of Dec. 31, 2029; staffing shortages remain a key barrier for some providers.
Casey Burke of the Illinois Department of Human Services, Division of Developmental Disabilities, updated the Council on Dignity and Pay transition efforts. He said 15 organizations currently are funded to move away from 14(c) certificates and subminimum wage and that the statewide deadline for ending subminimum wage is Dec. 31, 2029. Burke noted that some providers have already ended subminimum wage practices while others face staffing shortages that complicate alternative programming.
Burke also reported that SWTCIE supports 16 organizations and nine additional providers receive NEON assistance; despite progress, he said many providers still need support and the division plans to expand assistance in coming years. The Council recorded this as an informational update; no motions were taken at this agenda item.
