The Shaker Heights City Council confirmed the mayor's appointment to the Civil Service Commission at a July 13 special meeting, approving the nominee to fill Patricia English's unexpired term through Dec. 31, 2026.
Ms. Middleton, who introduced the candidate on behalf of the administration, said the nominee has extensive local experience and academic credentials: "She has a bachelor's degree in public relations from Syracuse University, a master's of science in management and public policy from Carnegie Mellon University, and a PhD in organizational behavior from Case Western Reserve University," and "has been with the city of Shaker Heights for almost 30 years." The council approved the appointment by roll call; the clerk recorded Mr. Alvarez as abstaining and four members voting aye.
A council member pressed for more regular vetting of mayoral appointees, saying the council was being asked "to vote on someone that we don't know, have not met" and suggesting that a committee review process could give members more opportunity to evaluate candidates. The presiding officer said council normally vets candidates and that mayoral appointments come to council for confirmation.
The confirmed appointment fills the remainder of the term that ends Dec. 31, 2026. No public commenters addressed the appointment during the meeting's public-comment period.
The council moved on to a zoning ordinance item and later voted to enter executive session.
