Public Works briefed council on sewer improvements for the Winslow Road and Avalon Road area, asking council to authorize acceptance of a Northeast Ohio Regional Sewer District (NEORSD) Member Community Infrastructure Program (MCIP) award for phase‑1 design and construction.
Lowry Farrell said investigations had identified illicit private connections discharging into a combined sewer overflow; the work scope includes removing illicit connections, installing new sanitary and storm mains, and resurfacing roads. Farrell said phase 1 is about 60% designed and that construction estimates were roughly $2,100,000. He said the city requested a favorable grant split and that if approved the city contribution for phase 1 construction would be $525,000. Farrell also noted earlier study/design costs totaled $477,500 with a city study contribution of $238,750.
Residents attending the meeting raised questions about legacy tree removals tied to the sewer project. David Lowe asked how decisions about tree removal were made and "who makes that final decision?" Law Director Gruber and staff clarified council approves legislation and funding, while the administration (mayor, CAO, department director) administers awarded contracts and makes operational decisions such as tree removal necessary for construction and flow conveyance. Council approved the MCIP acceptance and associated authorizations.
