Council renews partnership with Home Repair Resource Center for $200,000 home-repair grants administration

The City of Shaker Heights will continue using the Home Repair Resource Center (HRRC) to administer home repair grants and related services after council approved an 18-month, $200,000 contract.
Director Englehart described a long-running partnership and said HRRC has administered the city's home-repair grant programs since an RFP in 2021. He said the contract structure remains the same: quarterly administrative fees of $8,750 and a 10% per-project fee paid upon completion. "In 2024 alone, the city served 80 households and invested more than $181,000 in home repair grants," Englehart said, and staff anticipates awarding more in 2025 and beyond.
NED and Finance committees reviewed the request and unanimously recommended proceeding. Council approved the new contract under suspension and enactment to ensure continuity of services; staff noted additional 2027 budget requests may be required to expand funding later.
