City hires MS Consultants for Torrington Culvert replacement design at $169,964

Public Works presented the history and urgent need for the Torrington Culvert replacement, telling council that a July 2025 inspection found the culvert structurally compromised. Staff placed an interim five-ton limit and later installed a temporary reinforced concrete slab. The department sought design proposals in February 2026, received six responses and used a quality-based selection (fee not a scoring criterion) to pick MS Consultants.
Director/Staff said MS Consultants submitted an initial fee of $231,580 but negotiated to $169,964; funds for design are appropriated in the 2026 capital budget and committees recommended approval. "Based on the interview of these top 2, it was clear that MS Consultants assembled a team that reviewed much of the existing data and understood the challenges of this culvert replacement," staff said. Council moved and unanimously approved the contract under suspension and enactment.
Staff stressed that the contract covers engineering/design only and that a separate construction contract will follow after design and permitting steps.
