Mark Johnson presented the Seward County Road and Bridge 2025 annual report and asked commissioners to approve it. He said the department carried 22 employees in 2025 and reported an operating budget of "3,062,386." Johnson gave a slide-by-slide breakdown of maintenance: 137 paved miles, 446 gravel miles and 100 earth miles; 28 miles received HMA overlay and the total reported expenditures for relevant line items added to about $7,951,883.41.
Commissioners asked about staffing and equipment. Johnson said the department is effectively at 20 staff currently and has two open positions. He explained delays in delivery of two Rhino mowers tied to supplier welding/production issues and said Keating Tractor had two inventory mowers that lacked some specified attachments; Johnson told commissioners he would set a deadline (if mowers not received by the 15th, the county would seek alternatives). The board voted to accept the annual report and authorize staff to forward the report to the state as required.
Johnson also provided unit-level details (culvert replacement at $2,100 and overlays and road‑o totals) to support the report's total. Commissioners approved the report by motion and voice vote.
