Seward County adopts new employee health contribution model after extended debate
Summary
After extended discussion and two executive sessions, the Seward County Commission adopted a revised employee health and dental contribution plan (Model 2A) intended to narrow a budget gap; commissioners said the change reduces the county's projected shortfall by roughly $100,000 and spreads higher employee contributions across tiers.

The Seward County Board of Commissioners voted unanimously to adopt contribution Model 2A for the county's health and dental plans after extended staff presentations and discussion on March 16. Commissioners and staff said the model narrows the county's projected budget gap by roughly $100,000 while shifting more cost to employees via adjusted monthly contributions.
Staff presenter (identified in the record as model author) told the commission that a midpoint approach between two earlier illustrations would produce a 'total employee contribution increase would be $324,000' under conservative enrollment assumptions. He provided example monthly figures, saying an employee-only enrollment in a $1,500-deductible plan would see a $190 contribution and that the family tier in that plan would be about '$3.65' per month in the staff illustration. Commissioners discussed migration assumptions (how many employees would choose the higher-deductible plan) and the sensitivity of the savings to enrollment changes. After tabling the item for a short executive session to consult with counsel, the commission returned and approved Model 2A by voice vote, reported by the Chair as 'Motion passes five-zero.'
The commission directed staff to provide a final written exhibit reflecting the adopted figures and to continue monitoring enrollment and prescription drug savings to refine budget assumptions. The commission also authorized staff to schedule a brief follow-up if needed to finalize the written document.
