"I'd like to entertain a motion to add discussion of the legal requirements of 18.2 dash 4 6 0 and 36 dash 9 6.3 of Dakota, Virginia to the closed session for today?" Mayor Pam Perrin said, according to the transcript. The motion was seconded and carried after a voice vote; the chair stated "The motion carries." The council then proceeded to consider a separate motion to convene a closed session under state statute.
