Jerry Smith, the applicant, told the commission he is the local property owner and developer and that the change would align the parcel with surrounding lots. “We could put we could move dirt tomorrow and do the R 25,” Smith said, noting the development could proceed under current zoning; he asked the commission to recommend R-20 to match adjacent properties. Planning staff and several commissioners stressed that the commission’s role is limited to making a recommendation on lot size and that permitting and construction approvals fall under Oconee County and later council action.
Commissioner (speaker 6) moved to recommend the change from R-25 to R-20 based on staff findings; the motion was seconded and carried by voice vote. Staff outlined that the recommendation “meets the requirements” for a zone change recommendation and that the Westminster City Council will consider the measure at upcoming meetings, requiring two readings before any approval would be final.
