Railroad clearance received; city posts RFP Aug. 15 for $3.16M downtown streetscape project

Staff reported they received railroad approval to proceed with the downtown streetscape project and outlined the procurement timeline and funding mix.
"We will be posting the request for proposals this Friday, August 15," Reagan told the council and said a nonmandatory pre-bid meeting will be held Aug. 28 with a bid opening scheduled for Sept. 22. Staff said they expect to execute contracts around Oct. 28 and begin construction in early November if all approvals proceed.
Reagan said the project is approximately $3,160,000 and that funding comes primarily from outside sources, including an Appalachian Regional Commission grant, Community Development Block Grant funds, county seed fund dollars and state appropriations. He cautioned the council that construction could affect the Christmas parade route and that staff will work to minimize event impacts.
Council did not take further action at this meeting beyond receiving the update and scheduling the procurement steps described by staff.
