"Phase 1 is probably about 85% complete," the utility director said, and staff reported contractor delays during rock excavation but steady progress overall. Staff said they will meet the contractor on-site the next morning to begin phase 2 work and that most work will take place within existing right-of-way.
Paris described a particularly deep tie-in near a busy school intersection that will require traffic-control coordination and school‑district notices. He also said the city negotiated an easement with a property buyer (McDonald’s) near the former Burger King site to allow construction access.
Council and staff discussed schedule variability: one councilor estimated a 3–5 month window for the contractor’s portion, while staff also described stretches of work that could extend to 9–12 months depending on staging. Staff emphasized a funding constraint: "This money has to be completely spent by June 2026," and told council they have planned staging to avoid major events when possible.
Staff will provide public-facing maps and timeline notices to the library and other community locations and said they would coordinate directly with the school district and emergency services.
