Council denies ADU at Lindbergh and U‑Haul SUP at Kitty Hawk after Planning & Zoning opposition

On the application for a special‑use permit to allow automotive/U‑Haul rentals at 942 Kitty Hawk Road (Ordinance No. 655C, 2026), staff highlighted fire‑marshalled circulation concerns near fuel pumps, the property's prominent corner location and a prior history of off‑site parking problems at similar locations; Planning & Zoning voted 0–8 against the SUP and one adjacent neighbor objected in writing. Council considered the matter and voted down the ordinance.
"Planning and zoning did vote against this 0 to 8," staff said during the ADU presentation, and later for the Kitty Hawk site the staff representative again noted the planning commission's unanimous opposition. The council's votes followed staff concerns about masterplan compatibility and public safety circulation.
