Council discussed proximity to adjacent residences, alley pickup logistics, market saturation concerns and sales‑and‑use tax compliance; staff said operators must have sales and use permits and quarterly filings allow spot checks.
The resolution (identified in the agenda as 930B‑20‑26) was moved, seconded and carried with one dissent (Council Member Reubal voted nay). The planner said the property owner was out of the country and had asked for consideration tonight rather than postponement; staff noted the property is commercially zoned and did not require neighborhood buy‑in for consideration. The council adjourned at approximately 8:40 p.m.
