Council approves scenario to engineer additional street packages after 2023 bond underrun

Staff described two scenarios for using the balance: Scenario 1 would direct funds to an additive change order to construct an extra street now, while Scenario 2 authorizes engineering for packages 2–4 and allows a change order to add one additional street under the contractor's current favorable pricing. Staff recommended Scenario 2 to prepare multiple packages for quicker execution when construction funding is next issued.
Council debated the options, with several members expressing a desire to get additional streets built now while others emphasized the speed gains of getting engineering completed for multiple packages. A motion to approve Scenario 2 carried on a roll‑call vote.
Randy (Public Works) said the city can use up to 25% over the current awarded contract and that engineering ahead of bidding will allow utilities work to proceed more quickly on future packages.
