JD Salinas, vice president of external affairs for AT&T, told the Universal City Council during the public-comment period that AT&T supports modernizing the city’s right-of-way rules but had concerns about specific provisions in the proposed ordinance. "AT&T has submitted a letter to the record and outlines our specific comments and recommended revisions," Salinas said.
Salinas said the company believes requirements related to potholing, relocation obligations and resident notification in the proposed chapter (referred to in the discussion as chapter 283) "go beyond common industry and regulatory practices" and could increase construction complexity and slow the pace of broadband deployment and investment in Universal City. He asked the council to allow additional stakeholder discussion before final action.
