Commission adopts compliance‑reporting amendment and a new hemp‑consumption rule; readopts sanctions and enforcement chapters

Staff received varied public comments—including support, requests for broader prohibitions, suggestions for sampling exceptions and public‑safety concerns—but concluded that requested changes were outside the rule’s scope or unworkable; the commission adopted the new rule.
Finally, on agenda item 5.3 counsel recommended readoption of chapter 34 (sanctions and penalties) and chapter 35 (enforcement), noting no public comments and that staff determined the reasons for adoption still exist; the commission voted to readopt the chapters.
