Jay Colterman, the commission’s chief financial officer, gave a detailed update on the agency’s fiscal position through April 30.
Colterman said salaries account for roughly 70% of the budget (about $47 million) with a remaining salary balance of approximately $2.5 million. He reported a total current budget of $69,400,000 with year‑to‑date obligations of $60,000,000 and a remaining balance of $9,400,000 as of April 30. Colterman explained that the total reflects a prior appropriation plus approximately $4,000,000 earmarked for IT transformation moved forward to the current biennium.
On capital and supplemental budgeting, Colterman noted the IT transformation item (listed at $4,000,000) had $3,200,000 obligated and about $800,000 remaining; another exceptional item—$3,000,000 for integration and tech support—was recently awarded and is being staffed and onboarded. He said unobligated balances may be used for one‑time agency needs or UB forward into the next fiscal year as projects continue.
Commissioners asked clarifying questions about office lease costs and space needs; Colterman said the agency has accommodated expanded space needs and is opening a McAllen office. He also agreed to provide additional historical or comparative data if commissioners wanted deeper longitudinal analyses.
