Staff clarified that the corrected parking count is 29 spaces (previous staff report erroneously stated 40) and recommended approval subject to stipulations A–P. The building will be just over 10,000 square feet with seven service bays. The applicant revised elevations following Site Plan Review Committee input to increase masonry, wrap corners, add metal screens and align awnings with adjacent Casey's design to reduce expanses of EIFS and blank wall.
Applicant Dan McGee said the team had nothing further to add and agreed to the stipulations. Commissioners asked about potential noise from open bay service operations; the applicant noted the operation is oriented east, with residential roughly 250–300 feet from the site and that on arterial streets the traffic noise often exceeds operation noise. The final motion to approve the plan passed 8–0.
What happens next: The project proceeds under the approved final development plan; staff will monitor compliance with stipulations and the scribe wall and landscaping requirements in the Shops at Carrington Square.
