Petersburg City Council convened a closed session at about 3:00 p.m. to consider the acquisition and disposition of public real property, bargaining strategy and to receive legal advice on actual or potential litigation. The presiding officer moved to add discussion of the legal requirements of “15.2-953” to the closed session, a motion that was seconded and approved.
The mayor framed the meeting’s legal bases by reading a set of statutory citations and the session’s stated purposes: "pursuant to 2.2 dash 37 11 8 3 of Dakota, Virginia for the purpose of discussion or consideration of the acquisition of real property for a public purpose and disposition of publicly held real property" and to receive legal advice regarding litigation and the terms of the Hotel Petersburg development agreement. Council members then affirmed the motion and the council proceeded into closed session. The meeting later returned to the open record with a certification vote.
