The Overland Park Planning Commission voted 8–0 to recommend rezoning a 23.99‑acre property at 7500 College Boulevard to a mixed‑use district (MXD), clearing the way for a redevelopment the applicant calls Light Plaza.
Staff presented the proposal as a redevelopment that would retain existing office buildings (about 475,804 sq ft), add roughly 64,350 sq ft of retail across several buildings and a 160‑unit multifamily building with a 4‑story walkout design. The project proposes about 1,110 parking spaces overall, with reduced surface parking and expanded pedestrian connections and civic spaces. Staff told the commission the plan meets the mixed‑use design standards and recommended approval with stipulations A–O.
Patrick Schroeder of Clover Architects described added pedestrian circulation, a corner civic plaza and internal sidewalks intended to knit the site together. "We're trying to be very intentional with all of our pedestrian routes," Schroeder said, describing primary and secondary walking connections across the site.
Commissioners and the Site Plan Review Committee praised the applicant for responsiveness to design and circulation concerns. Commissioner Reitzes said the project would add activity and revitalization to a sleepy area of College Boulevard, while Commissioner Strauss called it an important first step in implementing the corridor framework. After discussion, the commission voted 8–0 to recommend approval. City Council will consider the rezoning on April 6 at 7:30 p.m.
What happens next: The rezoning record, design manual and stipulations will go to City Council for final action. Staff will continue to coordinate traffic and final development plan details with the applicant.
