Commission authorizes waiver of covered‑parking requirement for city portfolio home designs

The Planning Commission approved an amendment to the Unified Development Ordinance (PLM‑97) on Jan. 12 to waive the requirement that one of two required off‑street parking spaces be covered (garage or carport) for properties using the city's adopted portfolio home designs.
Planner Ms. Hollerau said the portfolio home program—offering a set of single‑ and two‑family house plans at no cost—went live on Nov. 12 and staff expects permit applications to begin shortly. "To help incentivize the use of our portfolio home program, staff is proposing to waive the requirement for the covered parking space for those properties that choose to utilize the portfolio home designs," Hollerau said.
The ordinance review committee had reviewed and recommended the change (3–0) prior to the commission meeting. Commissioner Reitzes moved to approve the UDO amendment and the commission voted 9–0 in favor; City Council will consider the change Feb. 2, 2026.
