TDEC says state owns utility data as committee approves EnergyCap and TAUD contracts

Ally Williamson, legislative director for the Tennessee Department of Environment and Conservation, presented a 58‑month sole‑source contract with EnergyCap LLC (maximum liability $2,500,000) to maintain the state's utility data management platform and billing processes. Senator Kendall asked who owns the data; Greg Jones (TDEC platform maintenance specialist) replied, "The state owns the data," and confirmed the state can transfer it to other systems.
Williamson also presented a three‑year contract (with two renewal options) with the Tennessee Association of Utility Districts (TAUD) funded through the State Revolving Fund to help small and rural systems access SRF funding (maximum liability $600,001); TDEC said the TAUD contract has no impact on the state's budget because the funds are federally derived. Both contracts were moved, seconded and approved by voice vote.
