The commissioners approved two speculative-building tax abatements for Clay Development in the Twinwood business park and opened and closed a public hearing on a proposed Reinvestment Zone 17 for an industrial project south of Brookshire.
Economic development staff (Bennett) described the spec abatements as a construction abatement that ends when a tenant occupies the building. "They're both in Twinwood," Bennett said, describing two proposed buildings of about 260,000 and 290,000 square feet that would add to the countys abatement inventory. The court approved items 38 and 39 by voice vote.
For a separate agenda item, staff explained the reinvestment-zone designation process under Texas Tax Code chapter 312 and said the proposed zone will be industrial rather than residential and could ultimately encompass hundreds of acres. The public hearing opened at 9:33 a.m. and closed at 9:34 a.m. with no speakers registered; staff will proceed per the statutory process.
Commissioners asked clarifying questions about abatement mechanics and whether the county or a tenant can be added to an abatement if ownership changes; staff confirmed abatements can be amended to reflect new tenants or owners.
