Committee approves safety department’s technology contracts for CDL clearinghouse, virtual backdrops and remote testing pilot

The Fiscal Review committee approved a set of Department of Safety technology contracts that the department said are required for driver licensing operations. Graham Tudor, the department’s director of legislation, described a sole‑source 3‑year contract with the American Association of Motor Vehicle Administrators (AAMVA) to use Anvinet, the nationwide network that enables real‑time exchange of commercial driver license information; Tudor said federal law requires states to access the CDL clearinghouse and contracting with Anvinet is the only available access method.
Tudor also sought and won approval to amend the department’s credential production contract with IDEMIA Civil Identity to add a virtual backdrop feature for driver‑license photos, intended to meet government photo standards while reducing physical backdrop space. Separately, the department requested an 18‑month sole‑source contract with IDEMIA Veil Identity for a web‑based at‑home knowledge testing platform that would allow under‑18 applicants to complete written tests remotely while the department develops a long‑term procurement strategy. Committee members asked whether the credential system is fully implemented and about delay penalties; Tudor said the system is operational and standard audit and liquidated‑damages provisions apply. All three items were approved by voice vote.
