Bryce Rochelle of the Department of Economic and Community Development asked the committee to approve Amendment No. 1 to contract 84910 with BDO Government Services LLC to administer Community Development Block Grant — Disaster Recovery (CDBG‑DR) projects. Rochelle and NECD Assistant Commissioner Brooksie Garlson said the amendment adds federal funds for Hurricane Helene projects and increases the contract’s liability by $4,000,000.
Representative Bricken and others questioned whether the change should be handled through standard renewal options rather than converting the contract to a longer single term. Garlson said adding Helene funds and keeping the same contractor preserves continuity for grantees and avoids disruption that could arise from switching project administrators mid‑process. Rochelle and Garlson also noted an additional HUD allocation tied to the Helene disaster; the department said that allocation was about $84,000,000 and the amendment adds BDO’s work to cover that disaster’s funded projects.
After discussion and a clarification from Boyan Savic (fiscal review director) about an earlier, previously approved amendment and a vendor name change, the committee moved, seconded and approved the amendment.
