Ashley Fuquay, legislative director for the Department of Correction, presented a proposed five‑year contract with Buford Satellite Systems to provide satellite television services across correctional facilities. Fuquay said the annual contract cost would be $496,598 and the approximate maximum liability would be around $2.5 million, and described the arrangement as consolidating several facility contracts under a single statewide agreement.
Representative Bricken asked why the department did not rebid the work, noting another vendor (Correctional Cable TV) exists. Cammie Howard, TDOC's director of procurement, said the department ran competitive solicitations in 2021 and 2022 and Buford was on the bidder list and won on price. Howard added that Buford has installed extensive infrastructure at facilities—"we have almost close to 10,000 drops across all of our facilities"—and the department seeks cost avoidance by retaining the existing vendor rather than installing new equipment.
Bricken also asked whether TVs and services are provided in group settings or individual cells; TDOC replied that television access is a structured privilege and the service is typically delivered to televisions in individual cells. After the exchange, members moved, seconded and approved the contract by voice vote.
