Committee approves amendment increasing funding for Youth Villages intercept services

Hayes O'Donnell, assistant legislative director for the Department of Children’s Services, told the Fiscal Review Committee the department seeks an amendment to its sole‑source Youth Villages Intercept contract, which is set to expire on June 30, 2026. He said the change would update the contract scope, decrease the department’s FY2024–25 annual liabilities and increase the contract’s maximum liability by $26,011,440.
"This contract is set to expire 06/30/2026," O'Donnell said, and he described the Intercept program as providing intensive in‑home services statewide to stabilize families and prevent out‑of‑home placements for at‑risk youth. The department told the committee the Intercept program currently provides services for about 851 youth annually.
Committee members moved and seconded the amendment and approved it by voice vote with no further questions. The committee's approval was recorded as unanimous during the meeting.
