Education department wins short extensions for grant system and reading screener after lawmakers press on RFP timing

Senator Yarbrough asked why the contract has been extended multiple times since the original 2019 award and why the RFP is only concluding now. Hall said pandemic delays and the need for stability for districts delayed the transition and that the RFP is currently out with responses under review.
On the Tennessee universal reading screener, the department requested a 15‑month extension and $2,000,000 in additional liability for NCS Pearson to ensure uninterrupted access for districts through the 2026‑27 school year and summer programming required for 3rd‑grade promotion under the Tennessee Literacy Success Act. Hall emphasized that procurement timing is constrained by school‑year continuity and the department’s RFP process.
Both extensions passed on voice votes after the department’s responses to lawmakers’ procurement questions.
