Children’s Services extends foster‑care contracts and seeks sole‑source analytics contract with Chapin Hall

The Department of Children’s Services presented a package of contract amendments extending Youth Villages case management agreements through June 30, 2027, and requested a one‑year extension to delegated custodial out‑of‑home foster care and residential services. Hayes O'Donnell (DCS legislative assistant director) said the amendments support caseload ratios and cited ongoing work with KPMG to redesign placement structures.
Hayes O'Donnell also requested a three‑year sole‑source contract with Chapin Hall Center for Children for data analytics, predictive modeling and federal reporting support, with a requested maximum liability of $1,800,000 through fiscal 2029. Tony Nies (executive director for federal programs) said Chapin Hall has provided data analytics and benchmarking for more than 15 years and will support new federal requirements under Technical Bulletin 14 and the "Home for Every Child" initiative.
Senator Yarbrough pressed the department to explain rapid growth in contract liabilities and whether further extensions are expected. O'Donnell said KPMG's final recommendations (due the next day) will guide a full restructuring and that this one‑year extension is intended to be the only interim extension while new procurement is prepared.
The committee approved the bundled Youth Villages extensions, the Chapin Hall contract and the delegated‑authority amendment. DCS committed to bring a new contract and placement restructuring to the committee after receipt of the consultant recommendations.
Next steps: DCS will present KPMG recommendations to the committee and proceed with restructuring placements and procurement as guided by those recommendations.
