TennCare CFO Zane Seals presented four contracts including a new three‑year sole‑source with Stellar for the EXPEDOSE inventory management system and renewals with the Tennessee Hospital Association and the Tennessee Community Health Worker Association. Seals said Stellar is the sole provider of the EXPEDOSE technology that expands access to long‑acting reversible contraceptives and that a recent RFI confirmed no other vendors provide similar technology.
Seals also described a competitively procured renewal with Deloitte for fraud, waste and abuse analytics and credited those programs with substantial budgetary reductions: “To date, we have taken a combined $48,000,000 recurring... So when you compound the savings over the past 12 years, that's $348,000,000 in savings due to our fraud, waste and abuse efforts,” he said. Committee approved the items by voice vote.
