On routine business council approved the minutes for Aug. 19, 2025 on a motion by Mr. Walker, seconded by Mr. Albaugh; the roll call vote was recorded as all ayes. Council then moved Resolution No. 2025-60 recognizing local reporter Skylar Sobansky; the resolution was read in full by Mrs. Haley and adopted by roll call (all ayes).
Mrs. Haley presented two notices from the Ohio Division of Liquor Control (new liquor-license applications for Steubenville Market Inc., 173 N. 4th St., and Family Dollar Stores of Ohio LLC, 240 N. 7th St.); Mr. Mayo moved to accept each into the record and provide copies to the city manager, law director, mayor and public-safety chiefs; both motions were seconded by Mr. Albaugh and recorded as all ayes. Committee sunshine actions included a planning-committee transfer ordinance for 821-823 and 827-829 N. Fifth St. and a public-utilities emergency engineering sunshine for sewer relocation at Mall Drive and John Scott Highway.
