Safety/Public Service Director Duane Streator described Ordinance No. 3‑26, which would authorize the Mayor to enter a multi‑jurisdictional agreement between the Eastern Lorain County Emergency Response Team (ELCERT—Avon, Avon Lake, North Ridgeville) and the Westshore Enforcement Bureau to allow tactical teams to work together when needed.
Streator explained the agreement is distinct from Avon's prior general mutual‑aid arrangements because it specifically covers tactical‑team operations after Avon formed a three‑city tactical team. Councilor Scott Radcliffe asked how it differs from previous agreements and Streator clarified that the new document is specific to tactical cooperation between those teams.
