Applicants home-based gunsmithing business approved by planning commission

The Dell Rapids Planning & Zoning Commission voted to approve Conditional Use Permit 2601, allowing a gunsmithing home business at 507 West 3rd Street to operate from the second story of a detached garage.

At the public hearing, the applicant (Presenter, Speaker 4) said he would "repair, clean, provide for, [and] transfers of guns, through the FFL system" and said he was not seeking to keep on-site inventory or ammunition: "I'm not looking to inventory any guns on the site or any ammunition on the site. It'll just be a matter of mostly Internet based transactions." He told commissioners the only physical change planned was replacing a storm door with a steel entry door to access the second-floor workspace.

Staff (Staff member, Speaker 3) answered commissioner questions about the scope of the permit and cautioned that any expansion to retail sales or to on-site ammunition storage would likely require a separate conditional-use application and an additional hearing: "that probably would require a 2nd conditional use to come before you guys and and discuss the expansion part of it." Commissioners asked for clarity about whether a conditional use would cover future retail; staff said expansion would trigger another review.

A motion to approve the conditional use was made and seconded; the commission carried the motion by voice vote and the chair announced the motion carried. The approval allows the applicant to perform cleaning and repairs and to facilitate FFL transfers at the described location; the permit does not authorize retail sales or on-site ammunition storage. Staff will handle any required follow-up or permit paperwork.
