After roll was completed, a motion was made to appoint Joan Kemper as clerk of council; the presiding officer called for a vote and "motion unanimously carries."
The confirmation took place early in the agenda as the council completed formal organizational business for the new term. Clerk Kemper earlier read the roll and announced the officials elected Nov. 4, 2025. The council did not record individual roll-call votes; the outcome was recorded as a unanimous voice vote.
