"Many families do not know this exists," Councilwoman Cherry said during the discussion, urging that the city publicize the availability of public‑defender services so residents can use them when needed. Law Director Selwa clarified the ordinance’s scope, saying the contract covers criminal representation for persons charged with loss‑of‑liberty offenses (from an M4 to an M1 level). Selwa described the appointment process: an indigency affidavit is used to determine eligibility, and the public defender is appointed unless there is a conflict, in which case private counsel may be assigned and paid from the fund. The ordinance was introduced but received no action at the meeting.
