CHISD presents bilingual/ESL and TELPAS data; staff cite 55 teacher waivers submitted to state

A district presenter (speaker S9) told trustees the district reported 199 bilingual scholars and 352 ESL scholars for the 2025–26 snapshot (total about 560) and that the district submitted 55 waivers to the state for teachers working with those students: "Of those 78 teachers, 52 of them we had to submit a waiver... so we submitted a total of 55 waivers to the state," the presenter said, and noted that each waiver included a plan of action. The presenter also described TELPAS and NWEA MAP results broken down by grade: for K–3 reading the board goal of 40% was met overall with variability by grade (for example, kindergarten 50% met the 60th percentile benchmark in the data presented).
Trustees asked how parent denials were recorded and how denials affect performance reporting; the presenter said nine parent denials are counted and must be reported to TEA, and acknowledged that families sometimes request full English immersion. Board members also pressed for clearer intervention plans for students who are not meeting board progress measures; staff said they will follow up with action steps tied to the waivers and recommended supports such as certification preparation and targeted instructional resources.
